Summary:

Records, memoranda, briefing notes, policy documents, directives, emails, correspondence, and meeting minutes from January 1, 2023, to December 31, 2025, regarding the development or implementation of any policy, practice, or procedures to determine whether the Canada Border Services Agency (CBSA) has control of immigration records in the Global Case Management System (GCMS) for the purposes of responding to Privacy Act or Access to Information Act requests. Including any use of a nexus test or criteria to determine whether records were created by CBSA, added by CBSA officers, directly associated with CBSA's mandate, or otherwise demonstrate CBSA involvement or CBSA nexus in immigration applications. Including records related to the practice of transferring requests to the Immigration, Refugees and Citizenship Canada Agency under section 8 of the Access to Information Act based on greater interest versus providing nil responses or no records exist responses under section 12 of the Privacy Act based on determinations that CBSA does not have control. Including records related to the development or implementation of Robotic Process Automation tools used to scan or review GCMS files to identify or determine CBSA nexus. Also including records concerning CBSA's response to workforce reductions at Immigration Refugees and Citizenship Canada and the impact on CBSA Access to Information and Privacy processing practices for immigration records.
