Completed Access to Information Requests

This is a request under the Access to Information Act, RSC 1985, c. A-1. Records requested: All records, including emails, text and instant messages (including any on personal accounts or devices used for government business), meeting minutes and notes, briefing and decision notes, analyses, and correspondence, for the period September 1, 2025 to the date this request is processed [June 27, 2026], relating to:
(a) the Canada-British Columbia Partnership on Condo Conversion and any plan to acquire, finance or convert unsold condominium units into affordable or rent-to-own housing announced June 18, 2026;
(b) any CMHC analysis of the acquisition price, per-unit cost, discount, valuation methodology, or unsold or unabsorbed condominium inventory relevant to the program;
(c) any record concerning whether CMHC will provide, insure, or hold the financing component reported at approximately $1.15 billion, and on what terms, rate, security and guarantees;
(d) any Treasury Board submission, Cabinet submission, or equivalent approval document, and related briefing notes, authorizing the program or CMHC's role in it; and
(e) any communication between CMHC and
(i) the Government of British Columbia or BC Housing,
(ii) Build Canada Homes or Housing, Infrastructure and Communities Canada,
(iii) the Canadian Bankers Association or any chartered bank,
(iv) any developer or development association,
(v) any private or mortgage-investment-corporation construction lender, or
(vi) KingSett Capital, KingSett Mortgage Corporation, KSV Restructuring Inc., or any secured lender or court-appointed receiver of a British Columbia condominium project, concerning that matter, condominium-market conditions, or construction-lending exposure.
