Immigration, Refugees and Citizenship Canada (IRCC) holds the mandate for managing the Passport Program, both domestically and abroad. The Passport Program Modernization Initiative (PPMI) was launched following the transfer of accountability for the Passport Program from the Minister of Foreign Affairs to the Minister of Immigration, Refugees and Citizenship. The initiative was designed to modernize Canada’s passport issuance system through the development of a modern, scalable, and secure platform built within IRCC’s Global Case Management System (GCMS). PPMI delivered a GCMS-based passport issuance solution that addresses immediate business needs, improves service efficiency, and establishes a solid foundation for future program and service delivery enhancements. The initiative has now transitioned into the operational support and maintenance phase, where continued support is essential to sustain system performance, address evolving business and technical requirements, and ensure ongoing stability and reliability across future releases and operational cycles. Building on the foundation established by the PPMI, the Passport Modernization Abroad Project (PMAP) extends modernization efforts to global operations by enhancing and expanding passport processing capabilities across Canada’s missions abroad. PMAP focuses on imp lementing a new passport issuance platform that enables intake and centralized processing of applications in Canada for Canadians living, working, or traveling overseas. The solution builds upon the domestic system developed under PPMI, incorporating targeted enha ncements and modifications to address the unique operational, technical, and policy requirements of international service delivery. PMAP has been identified as a departmental priority, with the initial application required to go live by February 2026, followed by a 12-month stabilization and broader deployment phase concluding by February 2027.
