The Export & Import Control Systems unit of the Information Management and Technology Branch (SID) of the Department of Foreign Affairs, Trade and Development Canada (DFATD) is responsible for the provision, management and delivery of the Import and Export Permit systems. The two systems, named New Export Import Control System (NEICS) and New Export Controls Online(NEXCOL) are mission critical business applications that support the implementation and management of the Minister's responsibilites under the Export and Import Permits Act (EIPA). The NEICS system supports permitting for the import and export of mainly non-strategic (e.g. supply managed) goods, while NEXCOL system supports export permitting of primarily military strategic goods and technologies. Together, these two systems support the current fifteen free trade agreements in place and these agreements cover 1.5 billion consumers worldwide and over $30 B in economic value to Canada. DFATD is currently operating under the name Global Affairs Canada (GAC). Host, maintain and support the NEICS & NEXCOL infrastructure and virtual environments with DFATD supplied hardware and software in the pre-production, training and production environments. The Production systems/environment reside in one data centre while the preproduction and training systems/environment reside in an alternate data centre. Each Data Centre must be on separate power grids. Support DFATD in their Digital Transformation activities of the NEICS and NEXCOL systems including contributing to proof of concepts and feasibility studies.
