Action:

TBS will clarify roles and responsibilities, and interconnections between existing data bodies and activities

Status:
In Progress
Area for Action:
Clarify data leadership responsibilities within and across the Government of Canada
Progress Made Since Last Update:

We have developed a streamlined and integrated set of data governance bodies, from the working level (that is, community of practice) through the CDO Council, and up to the Assistant Deputy Minister Committee on Data and Information (ADM-CDI). This structure allows for a quicker, clearer approval and an advice-seeking process for data-related initiatives. The roles at each level are being iterated on and refined as data initiatives (for example, enterprise data reference standards) are being brought forward, which in turn will support our engagement with stakeholders in this space and clarify expectations at the outset when bringing forward their initiatives or participating in enterprise-level activities.
a. (In progress) Representatives from Statistics Canada (StatCan) and the Office of the Chief Data Officer (CDO) currently participate in the ADM-CDI secretariat as well as the CDO Council sub-working group on reference and metadata standards and actively contribute to defining roles and responsibilities, included in the Terms of Reference for both groups.
b. (In progress) The Director General of the Strategic Data Management Branch at StatCan sits as a member of the CDO Council, is the co-chair of the sub-working group on reference and metadata standards, and actively contributes to defining roles and responsibilities and interconnectedness between existing data bodies.

As part of the Chief Financial Officer (CFO) Experimentation sub-working groups, the Office of the Comptroller General (OCG) is working with several departments in several areas (Public Accounts, Grants and Contributions, Forecasting, Community Development and Barriers). Part of the work involves mapping data assets and clearly identifying the data owner, steward and custodian for all comptrollership data. In addition, a data strategy for the comptrollership function is being developed. This strategy will include a detailed implementation plan that will clarify roles and responsibilities and the interconnections between existing data bodies and activities.
