Area for Action:
Establish a data stewardship model for the management of data and standards across the federal government
Progress Made Since Last Update:

As part of the CFO Experimentation sub-working groups, OCG is working with several departments in several areas (Public Accounts, Grants and Contributions, Forecasting, Community Development, Barriers). Part of the work involves conducting experiments over the next 3 years. Examples of this include building a data visualization tool for the Public Accounts that is accessible by all departments.
Leveraging the Finance and Data innovation Radar (FDIR). The purpose of the FDIR is to provide an overview of the data innovation/analytical projects across the finance community in the Government of Canada (GC), which in turn will provide an overall understanding on where innovations are happening in the comptrollership function. The FDIR will allow departments to see what innovations are currently underway and will provide opportunities to leverage existing work and create a multiplier effect. This will result in increased opportunities for horizontal collaboration in the finance community, increase sharing of leading practices and allow our community to build important skillsets for the future.
In addition to the above, the Sustainability Tool for Financial Management (STFM) will be fully implemented as part of the MAF transformation initiative. The STFM is a dynamic data analytics tool developed by the Treasury Board of Canada Secretariat - Office of the Comptroller General (OCG) using over 40 different qualitative and quantitative indicators compiled from publicly available datasets. The STFM provides a consolidated view of the financial health of large departments and agencies of the federal government of Canada. The STFM allows large departments and agencies to identify areas for improvement from a financial management perspective. Currently accessible by all Large Departments and Agencies with work underway to develop a version applicable to Small Departments and Agencies.

Specific OCG activities under the CFDS will include:
- Establishing a common approach to comptrollership data.
- Piloting proofs of concept (Public Accounts Data explorer, Procurement visualization tool, PSES Survey visualization, STFM for SDAs, Gs&Cs visualization tool)

In addition to the above, data specific commitments have been embedded in the GoC Comptrollership PMAs, OCG FMS PMAs as well as in the OCG FMS vision. This is described in more detail under mission #4.

TBS (OCHRO) is: a) identifying and developing Reference Tables and the associated data standards based on the HR Data Model; and b)
in collaboration with OCIO, StatCan and in support of HR to Pay, OCHRO is identifying and developing data standards for the Single Employee Profile.

STATCAN is currently sharing knowledge and expertise as it relates to data governance and data stewardship across the GC (including Vice-chair ADM-CDI, co-chair CPDI, co-chair CDO-C sub WG on standards).
