In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and 'other transfer payments'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This grant represents Canada’s long-term institutional support to the Global Fund to Fight AIDS, Tuberculosis and Malaria. The Global Fund to Fight AIDS, Tuberculosis and Malaria uses these funds, along with other donors’ funding, to achieve its mandate.
The Global Fund to Fight AIDS, Tuberculosis and Malaria is a unique, public-private partnership and international financing institution dedicated to attracting and disbursing additional resources to prevent and treat AIDS, tuberculosis and malaria. It is a partnership between governments, civil society, the private sector and affected communities, which represents an innovative approach to international health financing. The Global Fund’s model is based on the concepts of country ownership and performance-based funding, which means that organizations in developing countries implement their own programs based on their own priorities and must be able to show what results have been achieved.
Since its creation in 2002, the Global Fund has become the main global financier of programs to fight AIDS, tuberculosis and malaria, with approved funding in more than 100 countries. This grant contributes towards meeting the Sustainable Development Goal target of eliminating HIV, tuberculosis and malaria as epidemics by 2030 by supporting countries to scale up treatment and prevention services. This grant also contributes to improving the health and rights of women and children (including adolescents), and focuses international assistance efforts on helping the poorest and most vulnerable.
