In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Ameliorating the Impact of Bill 21 on Quebec Muslim Women in Light of COVID-19 Pandemic

This 29-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The National Council of Canadian Muslims will achieve this by addressing systemic employment barriers for Muslim women in Quebec.
At the end of the project, the organization will have contributed to addressing systemic barriers by collecting, examining and disseminating qualitative and quantitative data on the experiences of Quebec Muslims women whose employment opportunities have been dually impacted by discriminatory legislation, Bill 21, and the COVID-19 pandemic.

Muslim Women: Breaking Down Barriers For Gender Equality

This 29-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Healthy Muslim Families Inc. will achieve this by conducting research and a gap analysis of GBV in Muslim Community, establishing a Muslim Women GBV advisory committee, establishing a roundtable of Muslim serving organizations, conducting community engagement sessions with survivors, Muslim community, Muslim leaders and service providers, establishing a Muslim Women Career Advancement committee, and through developing a healing and empowerment program that is culturally appropriate, anti-racist and trauma informed.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change, and addressing persistent harmful gender norms and attitudes to support women’s equality.

Addressing systemic barriers to supports and services for Muslim women and girls facing GBV

This 28-month project will develop and implement a systemic change strategy and tools to address barriers Muslim women face to target the root causes of gender-based violence. Canadian Council of Muslim Women (CCMW) will achieve this by hiring a project team, establishing an Advisory Committee, as well as developing a guide to conduct systemic reviews of policies and practices from an intersectional Muslim women’s lens, and policies and practices of a sample of relevant organizations with a view to helping them remove barriers and fill gaps in the GBV sector to meet the needs of Canadian Muslim women and girls.
The project will pilot a program to coordinate services and supports for Muslim women building on the model for CCMW's Legal Services Coordination Pilot Program (LSCPP).

Researching barriers to gender-based violence services for Canadian Muslims through community-driven knowledge mobilisation

Through this 30-month project, the Muslim Advisory Council of Canada, in partnership with the Center for Community Based Research, will conduct research on collaborative ways to overcome intersectional barriers and obstacles faced by Muslim women in the Halton region in disclosing GBV and seeking support from formal services and informal networks as family, friends, and community leaders. Centering voices from the Muslim communities, service providers, and people with lived experiences, the project will assess their needs through focus groups, a community survey, a community forum, and a literature review.
