About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and 'other transfer payments'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

On March 14, Cyclone Idai, a category 2 storm, made landfall near Beira, Mozambique, and continued its journey, causing significant loss of life, damage, flooding and displacement in countries already facing acute food insecurity due to drought. The cyclone and its associated tropical depression will ultimately have claimed more than 800 lives and severely affected the livelihoods of more than 3 million people in Mozambique, Malawi and Zimbabwe.

With GAC’s support, the World Food Program (WFP) is helping to meet the immediate food needs of those affected. Project activities include: (1) distribution of food; and (2) coordination and logistical support to relief efforts.

The project aims to meet the immediate food needs of vulnerable people in South Sudan, while promoting longer-term food security through community projects that increase food production. Project activities include: (1) providing cash or food assistance to households in exchange for work on community projects such as vegetable gardens, irrigation canals and ponds; (2) supplying agricultural tools such as improved seeds, watering cans and wheelbarrows; (3) providing training to participants on climate-smart agriculture, crop diversification, and reduction of post-harvest losses; and (4) developing women’s capacity in financial literacy and numeracy. Humanitarian needs stemming from the crises in Syria and Iraq remain significant throughout the Middle East. Continued violence in Syria raises little prospects for the voluntary, safe, sustainable and dignified return of over 5.6 million refugees in the region. Internally displaced persons range in the millions in Syria and Iraq, and refugees facing protracted displacement in host countries continue to face acute humanitarian needs in Jordan and Lebanon.

With the support of GAC and other donors, the World Food Program (WFP) is providing food assistance to more than 7 million people facing malnutrition and severe food insecurity in Iraq, Jordan, Lebanon and Syria. The projectIn line with Grand Bargain commitments, GAC is providing flexible regional funding to WFP on a multiyear basis, for its emergency operations in the four countriesSyria, Iraq, Jordan and Lebanon. Regional funding provides WFP with the flexibility to allocate funds to acute humanitarian needs that are critically underfunded, and provides the flexibility to respond to emerging needs. WFP focuses on providing targeted food assistance to reduce acute malnutrition and food insecurity, and to protect livelihoods. As the global lead agency for logistics and emergency telecommunications, WFP also plays a major role in providing common services for the humanitarian community. It transports passengers undertaking humanitarian work, carries light cargo for humanitarian agencies, and carries out emergency medical and security evacuations.

Currently, an estimated 11.4 million people are facing acute food insecurity due to drought or displacement in Ethiopia, Kenya, Somalia, and Uganda. Without immediate humanitarian action, it is estimated that as many as 17 million people across the region could be acutely food insecure as soon as August.

With support from GAC and other international donors, the UN WorldFoodProgramme (WFP) is meeting the emergency food assistance and nutrition needs of an estimated 4.7 million drought-affected people in Ethiopia, Kenya, Somalia, and Uganda. Project activities include: (1) the unconditional general distribution of food rations and/or cash or vouchers to help meet basic household food needs; and (2) the provision of supplementary food rations to households with young children at risk of acute malnutrition.

Description:

P001930001: The project seeks to improve access to primary education and support the learning outcomes of primary school students in the five most food-insecure districts of Tete province, including two districts impacted by Cyclone Idai in March 2019. Project activities include: (1) providing daily nutritious school meals for up to 78,000 primary school students (of which 50% are girls) at up to 60 schools; (2) providing monthly take-home food rations for families; (3) incentivizing up to 8,000 adolescent girls to stay in school through the provision of menstrual hygiene care kits and informational materials aimed at improving sexual and reproductive health and addressing gender-based violence and early marriage; and (4) providing training to 2,000 women and men members of school feeding committees on basic procurement and financial accounting. The project provides local women’s agricultural associations with support to attain legal recognition and training on agricultural and entrepreneurship. Working with the government of Mozambique, the project develops the tools and systems for the expansion of a gender-sensitive National School Feeding Program.

P001930002: This project supports activities that respond to the COVID-19 pandemic in Mozambique. This project aims to pivot programming activities during school closures to minimize the impact of health and economic-related shocks resulting from limited mobility and loss of income felt by students and their families. This project modified its modality from on-site school meals to take-home rations for students and their families, preserving nutritional status and educational outcomes. Food baskets continue to support 41,000 children initially targeted by the project to maintain distance-learning and help create favourable conditions for their return once schools reopen. The proposed approach supports 28,700 households over three months with a minimum nutritional and caloric intake. Food baskets are used as a platform to increase communication around COVID-19 prevention measures, such as hygiene and social distancing. The project also reached the Cabo Delgado province, currently experiencing a humanitarian crisis resulting from an increasing number of internally displaced persons and rising COVID-19 rates.

This project focuses on increasing the financial security and resilience of the host communities affected by the Rohingya refugee influx in Cox’s Bazar in Bangladesh with a particular focus on ultra-poor women and children. This project has two components designed to address the immediate and underlying causes of the prevailing food insecurity and malnutrition in this region.

Component one focuses on improving food security, women’s empowerment and livelihoods, benefiting 12,500ultra-poor host community women and their families. Project activities include the provision of: training in technical skills for income generation; a small cash subsistence allowance to improve food consumption and dietary diversity and to cover essential household consumption needs; a business start-up fund; life skills training; and social and behaviour change communication on topics such as child marriage, gender discrimination, gender-based violence, disaster risk reduction, nutrition, child and maternal care, and personal hygiene.

Component two focuses on improving nutrition, benefiting 7,500 children under the age of five and 2,500 pregnant and lactating women. Project activities include the provision of: supplementary food assistance; and social and behaviour change communication on topics such as feeding practices, child and maternal health and hygiene.
