The Minister of Justice prepares a "Charter Statement" the help inform public and Parliamentary debate on a government bill. One of the Minister of Justice's most important responsibilities is to examine legislation for consistency with the Canadain Charter of Rights and Freedoms ["the Charter]. By tabling a Charter statement, the Minister is sharing some of the key considerations that informed the review of a bill for consistency with the Charter. A Statement identifies Charter rights and freedoms that may potentially be engaged by a bill and provides a brief explanation of the nature of any engagement, in light of the measures being proposed.

The [Act respecting the acceleration of certain infrastructure projects] (http://www.legisquebec.gouv.qc.ca/fr/ShowDoc/cs/A-2.001) (Act), which came into force on December 11, 2020, sets out measures to accelerate the execution of public infrastructure projects, in order to benefit Quebecers more quickly and to contribute to reducing costs. repercussions of the COVID-19 pandemic. In addition to accelerating measures for projects identified in [Schedule I] (http://www.legisquebec.gouv.qc.ca/fr/ShowDoc/cs/A-2.001#sc-nb:1), the Act provides for reporting procedures, including on the status of projects. Under section 68 of the Act, half-yearly reporting is required and is the responsibility of each responsible minister, who must submit, in particular, the acceleration measures used for each project. It must then be sent to the President of the Conseil du trésor, who publishes it on the Internet site of the Secrétariat du Conseil du trésor on May 31 and November 30 of each year, until all infrastructure projects are completed. The acceleration measures provided for in the Act relate to: - the acquisition of property; - the occupation of State property; - the environment; - development and urban planning. This information is published in this section of the Treasury Board Secretariat website for the following departments and agencies: - Ministry of Health and Social Services - Ministry of Education - Ministry of Higher Education - Ministry of Transport - Société québécoise des infrastructures It should be noted that the project information is available on the dashboard of infrastructure projects worth $20 million or more registered under the Quebec Infrastructure Plan, if applicable.
