The Financial Profile of a Local Municipality provides various financial and tax data, ratios calculated from these data, and comparisons with different groups of municipalities. The Financial Profile is prepared annually for all municipalities that submitted to MAMOT, at the time of its preparation, a financial report (RF) for the previous fiscal year, a budget forecast (PB) for the fiscal year in question, or a summary of the property assessment roll (SR) for the year in question, except clustered unorganized territories and northern villages.

Municipal agencies prepare their financial report (FRs) based on Generally Accepted Accounting Principles (GAAP) as established by the Public Sector Accounting Board (PSAB) of the Canadian Institute of Chartered Accountants (CICA). Among other things, they must include RF data from organizations within their accounting scope to provide an overall account of their activities and financial resources. These organizations must have their RF adopted by their council and forward it to the Ministry of Municipal Affairs and Land Occupancy on the form provided for this purpose. Some local municipalities are referred to as “central municipalities”. These municipalities are those whose territory was reduced to reconstituted municipalities following the municipal reorganization of January 1, 2006. A central municipality and the reconstituted municipalities that surround it are the related municipalities that form an agglomeration. Central municipalities are accountable for the activities of the agglomeration. Their RF is composed of three parts: local competences relating to the activities specific to the municipality, those of agglomeration refer to the activities of the agglomeration, and the overall picture brings together the two parties.
