At the end of each fiscal year, government-wide financial information is
published in the Public Accounts. This dataset, based on the Volume 3 of the
Public Accounts, provides, by ministry, details for all ex gratia payments of
$100 or over. Payments of less than $100 are reported as one amount at the
end of each department and agency, together with the total number of such
payments. For the purposes of this statement, an ex gratia payment is a
discretionary payment, made as an act of benevolence in the public interest,
free of any legal obligation, whether or not any value or service has been
The Ex Gratia Payments Audit was recommended for inclusion in the Veterans Affairs Canada (VAC) Multi-Year Risk-Based Internal Audit Plan 2010-2013 by VAC’s Departmental Audit Committee (DAC) on March 18, 2010. The purpose of the audit was to examine the adequacy of controls put in place for the processing of applications for ex gratia payments. The audit fieldwork was substantially completed on December 15, 2010. Ex gratia payments are one-time payments for a fixed duration of time and stringent pre-set eligibility and entitlement criteria are applied.

The Public Service Commission’s (PSC) Staffing Dashboard provides timely and relevant data on staffing activities and trends that will give deputy heads, hiring managers and human resources specialists a broader understanding of staffing within their organizations and the public service as a whole. The Staffing Dashboard is an integral feature of the PSC’s New Direction in Staffing (NDS), which includes the renewed Appointment Policy and delegation instrument, effective as of April 1, 2016. The Staffing Dashboard contains information on organizations subject to the Public Service Employment Act only. The purpose of the Staffing Dashboard is to share data available at the PSC with organizations.
Hiring activities refers to indeterminate and term appointments to the public service, the hiring of casuals as per subsection 50(1) of the Public Service Employment Act (PSEA) and the hiring of students under the Student Employment Programs Participants Exclusion Approval Order. Indeterminate and term appointments to the public service include appointments from the general public, including former casuals, students and employees of government organizations that are not subject to the PSEA. Staffing activities to and within the public service include appointments to the public service as well as promotions, lateral and downward movements and acting appointments of indeterminate and term employees. Deployments of employees within or between organizations that are subject to the PSEA are counted in lateral and downward movements.
The Employment Equity Act prescribes that this report cover the portions of the public service of Canada set out in Schedules I and IV of the Financial Administration Act. Seventy-three departments, agencies and commissions comprise the core public administration (CPA), for which the Treasury Board is the employer (see Table 1). The statistics in this report include only employees working for these organizations, which numbered 181,356 on March 31, 2014. This report includes information on indeterminate employees, term employees of three months or more, and seasonal employees, with the exception of those seasonal employees who are on leave without pay at the end of March for each fiscal year.
The Wait Time Tool is the Veterans Affairs Canada (VAC) online tool that indicates the current average wait time for receiving a decision on program applications. This tool calculates the average wait time, in weeks, based on how long it took to process all complete applications in the past 90 days. The data is updated weekly. The resources below contain historical data.
Representation by Employment Equity occupational groups for visible minorities, Aboriginal Peoples, persons with disabilities and women and by fiscal year at Veterans Affairs Canada. The total number of employees in each group represents only those who have self-identified in accordance with the Employment Equity Act and who are not on leave without pay. The base Employment Equity population used to calculate representation excludes employees on leave without pay.
The SNPS is an important tool for understanding public servants' perceptions of the public service staffing system as well as their awareness of their legal rights and responsibilities regarding political activities. The information gathered in the survey will be used to identify current and emerging trends at government-wide and organizational levels, to inform potential improvements to staffing policies and practices, and better target efforts to safeguard non-partisanship within the federal public service. The survey will provide vital information to managers, human resources advisors and Deputies to improve staffing within their own organizations, and to the Public Service Commission (PSC) on the staffing system as a whole. The information will also be used to support reporting to Parliament via the PSC's Annual Report.
