Flickr photos of historical significance

LAC releases many pictures on their Flickr photostream, but many are not available for commercial re-use, making them unsuitable for websites such as Wikipedia. See http://collectionscanada.gc.ca/pam_archives/index.php?fuseaction=genitem.displayItem&lang=eng&rec_nbr=3625029 for example. The copyright is held by LAC, but it was not made available under the CC-by-sa license, but under they CC-by-nd, limiting commercial use of the photo. LAC should be encouraged to release more photos under the Open Government License, allowing them to be used on a greater number of websites or elsewhere. Some national libraries release lower-resolution photos under a free license, and keep higher resolutions versions under a pay-for-use licensing system. (Archives in Ireland and the UK come to mind).
