About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Commonwealth Youth Programme's mandate includes: (1) engaging and recognizing young people; (2) supporting member governments through technical assistance and advocacy; and (3) professionalizing youth work.
The Commonwealth Secretariat's current Strategic Plan (2021 to 2025) guides the work of the Commonwealth Youth Programme and establishes youth empowerment as a cross-cutting theme. The overall objective is to enhance youth’s effective participation and equal opportunities in leadership, governance, economic and social development.

Organisation internationale de la Farncophonie (OIF) - Institutional Support 2020-2021

This grant is Canada's long-term institutional support for the Organisation internationale de la Francophonie (OIF). The OIF uses these funds, as well as those of other donors, to carry out its mandate. The OIF's mandate includes: (1) the promotion of the French language and cultural and linguistic diversity; (2) the promotion of peace, democracy and human rights; (3) support for education, training, higher education and research; and (4) the promotion of sustainable economic development and solidarity. The OIF aims to incorporate the transversal axes of youth and gender equality into the implementation of its strategic objectives. The OIF conducts its activities with other institutions of La Francophonie, civil society and national, international and multilateral organizations. It delivers its programming through advocacy, project funding, technical assistance, training, awareness-raising and the dissemination of knowledge in French. Through its Strategic Framework 2015-2022, the OIF aims to place the action of La Francophonie in the international context of the fight against poverty and the achievement of the Sustainable Development Goals. Canada's support for OIF programming contributes, in particular, to the enhancement of the French language in a context of linguistic and cultural diversity, the strengthening of democratic governance and the rule of law among its members, the strengthening of access for all children to quality education and training, and the development of the Post-2015 Development Agenda.

Professional skills and youth employability in green sectors

This project aims to strengthen community resilience by integrating young people, particularly young women, into a sustainable, inclusive economic system that promotes adaptation to climate change.
Project activities include: (1) establishing a system to finance technical and vocational training; (2) providing technical and vocational training for vulnerable young people, particularly women, in high-potential sectors of the blue and green circular economy; (3) building the capacity of young women and men in ecosystem management, biodiversity conservation, and restoration; (4) implementing nature-based solutions and sustainable practices for biodiversity conservation and restoration, led by young women; (5) creating a support unit to facilitate the professional integration of graduates in sectors related to the blue and green circular economy; and (6) establishing a sustainable entrepreneurial financing system for graduates.
The project seeks to strengthen the skills and resources of 46,061 people in 2 coastal regions of Senegal (the Saloum Delta and the River Delta), distributed across the following age groups: 34,066 young people aged 15 to 34 (50.5% women and 49.5% men) and 11,994 women over 35. Indirect beneficiaries total an estimate 48,061 people (50.5% women).

The World Customs Organization (WCO) is an independent intergovernmental body whose mission is to enhance the effectiveness and efficiency of customs administrations. The WCO currently has 177 member governments. A member of the WCO, Canada has taken a key role in areas such as trade facilitation, revisions to the Harmonized System, capacity building, combating counterfeiting and the development and implementation of the Framework of Standards to Secure and Facilitate Global Trade (SAFE). Canada’s contribution to the WCO advances its interests internationally, particularly given the importance of international trade for the Canadian economy.
