In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 30-month systemic change project, Women’s Legal Education and Action Fund (LEAF) will help advance women’s economic security and prosperity. Specifically, the project will address systemic barriers within the care economy in order to properly value care work, beginning with the creation of an advisory committee and engagement of key stakeholders. LEAF will conduct a literature review and an environmental scan, culminating in a report, and will develop public legal education materials addressing key issues that have been identified.

Beyond Grades: Moving from assessment to action in response to COVID-19

This 29-month project will support a feminist response and recovery from the current impacts of COVID-19 through systemic change. West Coast LEAF will achieve this by researching, monitoring, and assessing the relevant governing laws, policies and actions of the Province of British Columbia, compiling and sharing the findings, building a tool for ongoing monitoring, assessment and community engagement, and by mobilizing the community and stakeholders to carry out the resulting calls to action.

Enhancing feminist law reform and socioeconomic gender equality through a reproductive justice framework

Through this 32-month project, LEAF will help advance women’s recovery from the current impacts of COVID-19 through systemic change. Specifically, this project will address systemic barriers by (1) advancing inclusive policies and practices, and by (2) increasing networks and collaboration to accelerate systemic change. LEAF’s project will advocate for feminist law reform promoting reproductive justice. LEAF will explore issues including child care, child protective services, pay inequity, domestic work, and women’s labour force participation.

This 48-month project will address organizational capacity needs to allow the organization to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the following activities: developing and implementing a strategic blueprint to improve organizational capacity and governance; developing and launching a communications platform to improve organizational and administrative efficiency, and conducting monitoring and renewal activities to inform future programming.
The supplemental funds will be used to hire operations and administration staff, specifically in database management and consulting, and communications support.
