In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

This 27-month project will support a feminist response and recovery from the current impacts of COVID-19 through systemic change. Women’s Hostels Inc. (Nellie’s) will achieve this by 1) creating an advisory committee, 2) holding a series of civic engagement training workshops for equity seeking women, and 3) creating a network of women, supported by a group of mentors, to lead neighbourhood-based working groups in the Greater Toronto Area.

At the end of the project, the organization will have established a network of diverse women leaders from four high-needs neighbourhoods in the Greater Toronto Area. This network will increase women’s representation at decision making tables and accelerate systemic change by bringing community concerns to the attention of city decision makers.

The project will bring together an Advisory Committee, with members from the Violence Against Women Network (VAWN), local Community Health Centers and the City of Toronto. The project will build on the success of Ottawa’s City for All Women’s Initiative (CAWI) community advocacy model, with CAWI providing support and guidance throughout the life of the project. The effectiveness of this advocacy for systemic change project will be carefully documented through ongoing evaluation.

Description:

This 27-month project supports a feminist response to and recovery from the current impact of COVID-19 through systemic change. To achieve this, Partance, Centre d'emploi pour femmes inc. plans to support small- and medium-sized enterprises in the Central Quebec region to develop healthy, inclusive strategies, free from discrimination and intimidation, to facilitate and increase women’s participation in three highly male-dominated sectors: construction, industrial metal manufacturing and information technology. More specifically, Partance plans to design and promote inclusive human resource policies and practices among employers to guide them in recruiting, onboarding and especially in retaining women in jobs, and to implement effective human resource practices in their companies. During implementation of its project, Partance will take account of initiatives funded by Emploi-Québec for supporting employers in human resources management and implementing inclusive practices, in order to avoid possible duplication.

By the end of the project, the organization will have helped eliminate systemic barriers by promoting inclusive policies and practices, by changing persistent and harmful gender norms and attitudes and by expanding networks and collaboration to accelerate systemic change in support of women’s equality.
