In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Sustainable Agriculture in the Caribbean

This project works to increase the economic prosperity of women and youth in more sustainable agricultural markets. The project also works to promote women’s leadership and decision-making in the agriculture sector. Climate change and climate-induced natural disasters present a major risk to crop production in the Caribbean, where agriculture is an important source of employment for rural communities. The project targets five low to middle-income Caribbean countries, Dominica, Guyana, Jamaica, Saint Lucia, and Suriname, with the greatest potential for climate smart economic growth. Project activities include: (1) engaging multiple stakeholders, including established country partners, to create links between key market actors; (2) providing training, information sharing, and outreach to women and youth to strengthen their capacity; (3) coordinating gender sensitive social outreach and engagement campaigns targeting market actors, to address barriers and enhance access to inclusive, sustainable and climate resilient agricultural market systems; and (4) fostering climate resilient approaches (re-orienting agricultural development for sustainability), at every stage and via every market actor in the agricultural value chain.
The project expects to benefit up to 48,000 people, including 12,000 farmers (of which 75% are women or youth) and their families. The project also aims to reach 340,000 people through the project’s communications efforts.

The surface of Mars has been under
exploration by landers and orbiters for
decades. From the planetary geologists
point of view, there are three critical
pieces of information that enable us to
determine the rock type: mineralogy,
chemical composition, and textures.
Mineralogy is the most important of these.
Most rover instruments measure chemical
information from minerals. It is desirable
to deploy an instrument to obtain
complementary crystal structural
information from minerals.
The project will enable continued
development and testing of a Miniaturized
in situ X-ray Diffractometer for
Mineralogical Characterization of Planetary
Surfaces (ISXRD), to perform in situ
analysis on intact Mars-analogue samples on
Earth, with the goal of eventual deployment
on Mars. Furthermore, another objective is
to develop a Mars-relevant sample
collection for testing purposes.
