About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

P006116001: The aim of this project is to improve the educational attainment levels of Tibetan youth living in Nepal and India to access post-secondary education and improve gainful employment opportunities. Project activities include technical training, mentoring and pilot programs as well as small grants and scholarships targeting girls. Beneficiaries consist of 34 schools with a student enrollment of 4,540 students (2,340 boys and 2,200 girls).
P006476001: This project aims to clear approximately 359,000 square meters of landmine-affected areas in northern Sri-Lanka, in order to allow resettlement and increased security of vulnerable and displaced populations.
Project activities include: 1) clearing landmines from residential areas; 2) repairing infrastructure, such as a water reservoirs and irrigation systems; 3) gender-sensitive employment practices used by the project partner, HALO Trust, including promoting women to supervisory positions in an equitable manner.
Approximately 13,900 people (of which 52% are women and girls) are expected to benefit from the project in the short-term, including over 3,750 long-term internally displaced people who are expected to have increased access to their home areas in the Jaffna, Kilinochchi and Mullaitivu districts in northern Sri Lanka.
