About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Everyone Gains - Making Governance more Inclusive and Participatory in Northern Lebanon

This project aims to contribute to more inclusive and participatory governance in the municipalities of Wadi Khaled, in Northern Lebanon.
The goal is to help local leaders and community members (Lebanese residents and Syrian refugees) to develop respectful relationships with one another, and collaborate more effectively to promote social stability. The project is inspired by the concept of a “Diwan” (An Arabic word symbolizing an audience hall or tent, where community members gather to socialize and resolve conflicts). This project targets women and youth, who have traditionally been left out of local decision-making processes, as well as various local leaders and governance actors. Project activities include: (1) providing training workshops; (2) organizing community roundtable discussions; (3) planning community projects; (4) supporting youth community centers; and (5) encouraging cross-municipality collaboration.
This project involves 480 direct beneficiaries and 5,000 indirect beneficiaries.

Reducing Violence Against Women in Politics in Haiti

This initiative aims to reduce violence against women during the elections in Haiti. The goal is to overcome the lack of representation of women in Parliament and promote their political empowerment so that they can take part in the decisions that affect the country’s development and stability. Gender-based electoral violence is considered a primary obstacle to women holding leadership positions and their full participation in the electoral process in Haiti. To bring about structural and behavioural changes, the United Nations Women initiative proposes an approach focused on three areas: (1) a legal framework on violence against women during the elections; (2) governance for the principal institutions involved in the election process (the Provisional Electoral Council, the Haitian National Police; Justice; the political parties); (3) the macho attitudes and sexist and aggressive language against women during elections.

Rapid Deployment of Gender Experts to Secure Accountability for Sexual Gender- Based Crimes

This project aims to increase the capacity of international organizations and transitional justice mechanisms to investigate and prosecute sexual and gender-based violence crimes committed during conflicts by deploying gender-based violence experts to justice and accountability mechanisms around the world. The project also works to provide up to fifteen deployments in response to urgent requests for expertise to support accountability for conflict related sexual and gender-based crimes.

Organization of American States Mission to Support the Peace Process in Colombia

Since 2005, Canada has been supporting the Organization of American States’ Mission to Support the Peace Process in Colombia (MAPP/OAS). Canada aims to continue this funding to the MAPP/OAS as it supports and monitors the Government of Colombia’s development of tools and institutional frameworks for reintegration, transitional justice and reparation for victims, reconciliation and land restitution, and ensuring the credibility, impartiality and effectiveness of these processes.

Participatory Engagement on Water Issues in the Hebron-Negev-Gaza Watershed

The project aims to empower local communities to address their water needs through public engagement and advocacy. It focuses on the need to reach new water arrangements to better meet Palestinian needs for increased water supply, and both Israeli and Palestinian needs to prevent pollution from wastewater. The project is working in the Hebron-Negev-Gaza watershed, which is shared by both Israelis and Palestinians, and exemplifies the key concerns related to water and conflict in the region.
Project activities include: (1) the establishment of local Israeli and Palestinian community based forums, meetings and roundtables with decision makers; (2) publication of reports; and (3) a social media campaign. The project is also giving a special focus on the water-related challenges that impact women and seeks to empower female community leaders to bring their unique perspectives to the forefront.

Integrating Gender Equality into United Nations Operations
