About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Philippines crisis - emergency response to tropical storms and flooding - WFP 2024

November 2024 - The Philippines faces an exceptionally challenging tropical cyclone season, with 3 consecutive typhoons affecting nearly 9 million people across 17 of the country’s 18 regions. In response, the United Nations Office for the Coordination of Humanitarian Affairs issued a Humanitarian Needs and Priorities Plan to support 210,000 people impacted the cyclones and flooding from November 2024 to January 2025.
With GAC's support, the World Food Programme (WFP) helps provide food assistance and logistical services to address lifesaving and time-critical needs of vulnerable people living in the worst affected provinces. Project activities include: (1) providing immediate food assistance; (2) distributing emergency cash assistance; and (3) supporting logistical operations.

Renewed Women’s Voice and Leadership - Feminist Learning Partnership

This project is part of Canada’s Renewed Women’s Voice and Leadership (RWVL) Program. RWVL supports local and regional women’s rights organizations (WROs), lesbian, bisexual, transgender, queer and intersex plus (LBTQI+) groups and feminist networks working to promote the rights of women and girls and advance gender equality in developing countries. The renewed program continues to respond to the globally recognized and significant gap in funding and support for WROs and movements worldwide and includes enhanced support for WROs, LBTQI+ organizations, and women human rights defenders working in crisis- and conflict-affected settings and a more intentional approach to reaching structurally excluded groups. This includes but is not limited to LBTQI+ communities, women and girls with disabilities, Indigenous women and girls and young feminists.
This project contributes to increased enjoyment of human rights by women and girls in all their diversity and the advancement of gender equality around the world. Project activities include: (1) Facilitating a global and four regional learning hubs for peer-to-peer learning and knowledge-sharing among WROs, LBTQI+ groups and networks; (2) Strengthening and bridging the capacity of WROs and LBTQI+ groups, particularly with feminist monitoring, evaluation, accountability, and learning (MEAL); and (3) Building a body of evidence through lessons learned, stories of change, and analyzing trends around what works and does not work in terms of funding to support women’s movements globally.
