In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project aims to support women entrepreneurs in certain urban and surrounding areas in Ethiopia. It seeks to give women entrepreneurs better access to finance and entrepreneurial and technical training and services. Women who have experience in running their own micro or small business decide to participate in the program and the components of the program that are most useful for them. The program helps women gain access to microfinance, provides training on skill development, technology and product development, and also includes general advocacy and outreach initiatives.

This initiative seeks to increase the incomes and employment of female-run micro and small businesses. It aims to provide loans to about 17,500 women entrepreneurs, facilitate access to financial services, and improve the capacity of existing microfinance institutions.

This project aims to return 1,316 girls and boys to a safe and nurturing learning environment by rehabilitating five elementary schools in Dominica. These schools were severely impacted by Hurricane Maria in September 2017. Project activities include: (1) designing, equipping and servicing the five elementary schools to incorporate climate resiliency, school safety and the gender specific needs of school girls and women teachers and school staff; and (2) helping the capacity of the Government of Dominica to respond to climatic events by providing climate risk insurance coverage through the Caribbean Catastrophe Risk Insurance Facility (CCRIF).
