Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Converting food waste into clean water, bio-methane and compostable solids
1040834
Effective management of organic waste reduces pollution and helps to preserve land and water resources. Organic waste (primarily food waste) in Northern landfills generate leachates polluting fragile Northern ecosystems. At the same time, such waste represents the only available source of renewable biomass in the North. The Project proposes to develop and demonstrate an innovative bioprocess for enhanced biomethane production (bioenergy) from organic food waste, which also results in the production of organic fertilizer and clean water. The proposed bioprocess is based on a combination of food waste pre-treatment in a leach-bed reactor (LBR) and enhanced biomethane production in a bioelectrochemically enhanced anaerobic digestion (BEAD) reactor based on the BEAST (bioelectrochemical anaerobic sewage treatment) concept. This concept will be tested at a pilot scale and is expected to result in a simple, robust, and low-cost system that is optimized for operation in Northern and remote communities. To reduce energy consumption and optimize BEAD performance at low temperatures, local knowledge will be used to determine locally available sources of organic waste and local microbial inoculum for BEAD operation.

Locally manufactured Aircrete Insulation in the arctic
1014616
The primary aim of our proposed project is twofold. Firstly, it seeks to conduct a comprehensive analysis of housing availability within the region, given the scarcity of pertinent data. Collaborating closely with Local Housing entities, Housing NWT, Inuvialuit Development Corporation, and Gwich’in Development Corporation, and private enterprises. This collaborative effort aims to ascertain the accessibility of affordable housing within the locale. Secondly, we intend to establish a compact manufacturing facility for air-dried Aircrete, a lightweight and environmentally friendly construction material. The purpose is to evaluate the material’s properties when locally produced, thus contributing to sustainable housing solutions for the community.

Assessing viability of Biogas Production in arctic conditions
1014618
The primary aim is to evaluate the feasibility of a biogas plant utilizing food waste and sewage water, with a two-fold purpose. First, to ascertain if adequate waste volume exists to sustain an Arctic-adapted biogas plant. Second, to quantify the combined impact of landfill waste and discarded of food on water quality within the Beaufort Delta region through water sampling and comparative studies in tandem, we aim to advance the bioelectrochemical anaerobic sewage treatment (BEAST) and Leachate Bed Reactor (LBR) concept configuration. This innovative approach seeks to optimize biogas production while tackling water contamination from landfill pollution.
