Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Ukraine crisis – mental health, winterization and protection - Adra Canada 2024
7464524 P015001001
November 2024 – The 2024 Humanitarian Needs Response Plan reports that 6.5 million people across Ukraine require support within the protection cluster and its sub-clusters. The ongoing trauma, increased levels of sexual and gender-based violence (SGBV), and limited access to mental health services worsen the situation. The protection cluster identified psychosocial support as a key objective, with about 500,000 people across Ukraine requiring individual or group mental health and psychosocial support (MHPSS) services. To date, 270,000 people have been reached, showing the urgent need for more partners to address this gap. The Winter Response Plan (WRP) states that nearly 4 million internally displaced persons in Ukraine have significant humanitarian needs, including 85,000 individuals currently living in shelters.
With Global Affairs Canada’s support, ADRA provides mental health, winterization and protection assistance to affected persons with intersecting vulnerabilities in the 5 most-affected oblasts of U

Sudan Crisis - Protection and WASH - ADRA Canada 2024
7464387 P015000001
Sudan is facing one of the world’s most severe and complex humanitarian crises, driven by armed conflict, mass displacement, economic collapse, weakened state institutions, recurring disease outbreaks, escalating natural disasters and climate shocks. More than half the population are in need of humanitarian assistance.
With GAC’s support, ADRA Canada aims to address the life-saving protection and water, sanitation and hygiene (WASH) needs of conflict-affected internally displaced persons (IDPs) and host communities in El-Gezira, North Darfur and White Nile, with a particular focus on women and girls. Project activities include: (1) providing age-appropriate, gender-responsive and inclusive protection services, referrals and case management support; (2) raising awareness among community members, including men and boys, on sexual and reproductive health and rights (SRHR), protection from sexual exploitation and abuse (PSEA) and prevention of sexual and gender-based violence (SGBV); (3) providing multi-purpose cash assistance to vulnerable households; (4) rehabilitating gender-responsive and inclusive water systems, latrines and handwashing facilities; and (5) sensitizing community members on safe and environmentally-friendly hygiene practices.

P009005001: March 2020 - Yemen is currently the world’s largest humanitarian crisis, with 24 million people in need of humanitarian assistance. The conflict and collapsing economy has pushed nearly 10 million people to the brink of famine, and over 3.6 million people have been displaced since the beginning of the crisis in 2015. Basic service provision is collapsing, including critical water, sanitation, hygiene and health services, increasing the risk of disease outbreaks such as cholera, dengue fever and diphtheria. Women and girls are disproportionately affected by the lack of access to essential services and face an increased risk of sexual and gender-based violence due to the crisis.
With GAC’s multi-year support, the Adventist Development and Relief Agency (ADRA) Canada is providing emergency health and nutrition support to up to 135,000 of the most vulnerable conflict-affected people, particularly women, in the Marib and Sana’a governorates of Yemen. Project activities include: (1) providing health facilities with essential medication and medical supplies; (2) providing health services, including emergency obstetric and newborn care, family planning, and vaccination for children; (3) ensuring access to medical services and psychosocial support for survivors of sexual and gender-based violence; and (4) screening and providing treatment for acute malnutrition, particularly among children and pregnant and lactating women.
