Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Renewed Women’s Voice and Leadership - Feminist Learning Partnership
7463684 P014407001
This project is part of Canada’s Renewed Women’s Voice and Leadership (RWVL) Program. RWVL supports local and regional women’s rights organizations (WROs), lesbian, bisexual, transgender, queer and intersex plus (LBTQI+) groups and feminist networks working to promote the rights of women and girls and advance gender equality in developing countries. The renewed program continues to respond to the globally recognized and significant gap in funding and support for WROs and movements worldwide and includes enhanced support for WROs, LBTQI+ organizations, and women human rights defenders working in crisis- and conflict-affected settings and a more intentional approach to reaching structurally excluded groups. This includes but is not limited to LBTQI+ communities, women and girls with disabilities, Indigenous women and girls and young feminists.
This project contributes to increased enjoyment of human rights by women and girls in all their diversity and the advancement of gender equality around the world. Project activities include: (1) Facilitating a global and four regional learning hubs for peer-to-peer learning and knowledge-sharing among WROs, LBTQI+ groups and networks; (2) Strengthening and bridging the capacity of WROs and LBTQI+ groups, particularly with feminist monitoring, evaluation, accountability, and learning (MEAL); and (3) Building a body of evidence through lessons learned, stories of change, and analyzing trends around what works and does not work in terms of funding to support women’s movements globally.

Impacts of the war in Ukraine on food security in low-income countries
7447213 P011608001
This project seeks to inform short and medium-term responses to food insecurity exacerbated by the war in Ukraine through Southern-led, gender-responsive research in target countries in Africa and the Middle East. These countries include (Africa -Egypt, Ethiopia, Kenya, Morocco, Mozambique, Senegal, South Africa and Sudan). This 24-month research project combines micro and macro perspectives connecting evidence on household-level shocks and their livelihood responses, on changes in food systems, and macro-economic perspectives. The research and subsequent stakeholder engagement will inform policy responses that can support vulnerable households and populations to cope in the short term and become more resilient.
Project activities include: (1) conducting locally-driven, gender-responsive research; (2) developing context-relevant knowledge and communications products; and (3) holding regular consultations and briefings with researchers and key policy audiences and implementers. Direct beneficiaries include stakeholders and decision-makers in government and regional/international agencies’ crisis responses.

Better Sexual and Reproductive Health and Rights for Adolescent Girls in Senegal
7419661 P007476001
This project works to engage young Senegalese leaders and stakeholders in research and policy dialogue to help improve adolescent girls’ access to youth-friendly sexual and reproductive health and rights (SRHR) services. The project aims to examine the link between gender-based violence (GBV) and broader gender inequalities, and address policy shortcomings related to adolescent girls’ health and rights.
Project activities include: (1) researching the links that exist between adolescent girls’ vulnerability to GBV and SRHR; (2) translating findings into products and tools, and applying these findings to address negative gender norms and practices; (3) raising awareness and engagement of community organizations that work against the root causes of GBV; and (4) supporting the development of collaborative and transformative youth leadership skills for adolescent girls to overcome social barriers.
The project expects to involve up to 400,000 adolescent girls and 100,000 adolescent boys between the ages of 10 and 16 in its research, dissemination of findings, and engagement activities. The project also works to provide training to over 100 young community leaders to mentor 2,000 adolescent girls to effectively exercise their sexual and reproductive and health rights. The project aims to establish strategic partnerships with 40 local and 10 national policy-makers, in addition to at least 200 practitioners/service providers and 15 civil society organizations.

Open Data for Development (OD4D) - Phase 3
7419627 P000995003
Open data – information from governments and other institutions made accessible to all - is becoming a major driver for social change, innovation and development, contributing to increasing trust in institutions, more transparent and accountable governance, more innovative economies, more effective service delivery and more engaged citizens. Through the Open Data for Development (OD4D) program, Canada supports innovative approaches to help realize the full potential of open data to transform governments, civil society and business, to empower women and girls, and to ensure benefits for citizens in developing countries. OD4D supports a coordinated network of initiatives and institutions around the world whose activities include providing training for civil society and government officials; evaluating the impact of open data; creating regional peer networks; and supporting governments to plan and implement open data policies.
This third phase of OD4D seeks to facilitate the use of data to improve inclusion and gender equality, good governance and economic growth, thus ensuring that open data contributes to achieving the 2030 Agenda. OD4D activities include: (1) exploring how data can drive inclusion, better governance and empowerment, including for women, Indigenous and LGBTQI+ people; (2) supporting research on the impact of data use on development outcomes; (3) enhancing southern perspectives in data governance; and (4) further building OD4D regional hubs’ capacity.

Mathematical Sciences for Climate Change Resilience in Africa
5007063000 D002703001 P001358001
The project aims to build a critical mass of mathematical scientists in Africa who can address the continent’s complex development challenges, specifically focusing on the challenges contributing to, and resulting from, climate change. In support of this goal, this project seeks to support the growth of the African Institute for Mathematical Sciences’ Next Einstein Initiative (AIMS-NEI), a pan-African network of centers of excellence for post-graduate education, research and public engagement in mathematical sciences. AIMS-NEI is also contributing to the advancement of women through a special emphasis on recruiting and supporting women in math and science. The AIMS Network currently has five operating centers of excellence including Cameroon, Ghana, Rwanda, Senegal and South Africa and is working toward the establishment fifteen centers across Africa.
