Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Research component of the Canadian Space Agency (CSA) Class Grant and Contribution Program to support Research, Awareness and Learning in Space Science and Technology provides financial support to organizations to conduct space related research and development in priority areas. It will support targeted knowledge development and innovation to sustain and enhance the Canadian capacity to use space to address national needs and priorities in the future.
The Announcement of opportunity “ Flights for the Advancement of Science and Technology (FAST)” aims at:
- Fostering the continuing development of a critical mass of researchers and HQP by providing a training ground for both the current and next generation of scientists and engineers;
- Supporting the development of science and technology relevant to the priorities of the CSA through the use of research platforms including stratospheric balloons, aircraft, sounding rockets, nanosatellites, cubesats, ground-based facilities and field sites.
More specifically, this project entitled ""A Balloon-borne Near-UV/Visible Light Telescope and Test-bed "" has the objective(s): of providing the HQP with training in all phases of a satellite mission analogue, giving the HQP a broad view of all aspects of the design and operation of a complex instrument in a near space environment. The long term goal of the training is to produce a team of individuals with the training and experience required to work on the development of a future Canadian space mission, such as the Canadian Space Telescope.

More specifically, this project entitled "" The PAyload for Remote sounding of the Atmosphere using Balloon Limb Experiments (PARABLE): A scientific training program in instrument development and data analysis to support atmospheric remote sounding "" has the following objective (s):
- To develop and fly a balloon-borne instrument payload for scientific studies of atmospheric composition and validation of satellite data sets.
- To train new atmospheric scientists in instrument development and data analysis techniques through an end-to-end experience.
- To create a multi-year atmospheric trace gas and aerosol data set at mid-latitudes by conducting regular balloon flights using the PARABLE instrument suite.
- To develop an intercomparison capacity to validate prototype and new satellite instruments by flying them together with the PARABLE instruments.
