Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Intersections of Gender-based Violence and the Child Protection System
GV230351
Through this 41-month project, West Coast LEAF will conduct research that will help improve GBV services for at-risk groups. It will address the knowledge gap regarding the intersections between BC's child welfare system and experiences of GBV, specifically for racialized, newcomer, and/or disabled women and 2SLBTQIA+ people. To do so, the project will conduct community-based research with a diverse network of community partnerships to support law and policy development to address issues in the child welfare system to align with community-identified priorities, needs and practices. West Coast LEAF will develop a knowledge sharing and mobilization plan to share information on the research findings.
With the Supplemental funds and extension provided in early 2026, West Coast LEAF will carry out knowledge mobilization and stakeholder engagement activities relating to the project’s research findings regarding the intersections of BC’s child welfare system and experiences of GBV. Through these activities, West Coast LEAF will further advance gender equality and the safety of women and gender-diverse people with children who face risks and surveillance through the existing child welfare system.

Beyond Grades: Moving from assessment to action in response to COVID-19
BC21815
This 29-month project will support a feminist response and recovery from the current impacts of COVID-19 through systemic change. West Coast LEAF will achieve this by researching, monitoring, and assessing the relevant governing laws, policies and actions of the Province of British Columbia, compiling and sharing the findings, building a tool for ongoing monitoring, assessment and community engagement, and by mobilizing the community and stakeholders to carry out the resulting calls to action.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, encouraging more equitable and effective sharing of resources, increasing networks and collaboration to accelerate systemic change, supporting positive distribution of authority, voices, and decision-making power, and addressing persistent harmful gender norms and attitudes to support women’s equality.
