Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Resilient Next Generation LEO-based Positioning Navigation and Timing
25FAYOA31
This project aims to strengthen the resilience of satellite-based positioning, navigation and timing services by advancing low-Earth orbit positioning, navigation and timing (LEO-PNT) technology as a complement to existing global navigation satellite systems (GPS and more generally GNSS), which remain vulnerable to interference and disruption. The expected results include characterizing navigation signals and ranging performance from new LEO-PNT satellites, new timing solutions, pioneering research in satellite-based indoor positioning, and enhanced ground-based GNSS + LEO-PNT solutions. The project will also train students in specialized space technology skills and contribute to increased dual-use PNT technology resilience for Canadians, supporting applications such as autonomous vehicles, smartphone positioning, urban and indoor navigation, and critical infrastructure timing for utilities and financial systems.

A Data-Informed Decision Support Systems for Sustainable Construction Material Supply Chain Management Using BIM and GIS
1044103
This project will advance the digital transformation of the construction industry by developing an integrated, data-driven decision support system for sustainable supply chain management. It combines Building Information Modeling (BIM), Geographic Information Systems (GIS), real-time sensor data, and logistics information into a graph-based integration framework, visualized through interactive Power BI dashboards. The system will provide real-time information on material flows, logistics, and project performance. Multi-criteria optimization and decision-making methods will be applied to design strategies for the decarbonization of procurement, transport and waste management, in a way that minimizes costs, emissions and material waste, while supporting the principles of the circular economy. A user-centric design approach will ensure stakeholders have intuitive, out-of-the-box dashboards that enable interactive analysis, route visualization, and sustainability assessment. Overall, the project will support informed and timely decision-making, reduce delays and waste, and contribute to a more resilient, low-carbon construction sector.

A Harm Reduction Approach to AI Safety in Canada: The Case of AI-Driven Privacy Harms
Artificial intelligence is generating urgent and serious privacy harms for Canadians. Generative AI platforms enable the mass production of non-consensual intimate imagery, including AI-generated child sexual abuse material. Online gaming platforms — used by more than half of Canadians, including millions of children — collect vast quantities of personal and behavioural data with limited transparency or meaningful consent. And AI-powered chatbots and agentic AI systems are rapidly accumulating persistent “memory” profiles of users, retaining sensitive personal information across interactions in ways that most Canadians neither understand nor control. This project proposes a harm reduction approach as a practical and principled alternative.
