About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

October 2023 – In response to urgent and growing humanitarian needs in Gaza, the West Bank and neighbouring areas, Global Affairs Canada launched the Gaza Emergency Appeal Matching Fund in partnership with the Humanitarian Coalition and its members to address the life-saving needs of people affected by this emergency.
Through this mechanism, the Government of Canada matches eligible donations made by individual Canadians to the Humanitarian Coalition and its members between October 7, 2023, and November 12, 2023, up to a maximum of $13,733,125. The Humanitarian Coalition’s members use these funds to deliver life-saving assistance to those most in need.

January 2021 - The Canadian Humanitarian Assistance Fund (CHAF), managed by the Humanitarian Coalition (HC), supports timely and reliable humanitarian assistance to those affected by rapid-onset, small- and medium-scale disasters in developing countries. Through the CHAF, funds are allocated to the Humanitarian Coalition member best placed to respond to a particular emergency. The Humanitarian Coalition is made up of nine Canadian non-governmental organizations (NGOs) that include: Canadian Foodgrains Bank, Canadian Lutheran World Relief, CARE Canada, Islamic Relief Canada, Oxfam Canada, Oxfam-Québec, Plan International Canada, Save the Children Canada and World Vision Canada.

Cyclone Idai Matching Fund - Humanitarian Coalition 2019

In order to address this humanitarian crisis, Global Affairs Canada (GAC) launched the Cyclone Idai Matching Fund in partnership with the Humanitarian Coalition and its members. Consistent with the terms of the GAC matching fund mechanism, the Government of Canada is matching the eligible donations made by individuals to the Humanitarian Coalition and its members, which reached the maximum announced matching amount of $2 million.
Through this project, GAC is transferring the matching funds to the Humanitarian Coalition, which in turn allocates the funds amongst its members based on criteria such as their capacity and presence in the affected regions. The funds are used by Humanitarian Coalition members for humanitarian response activities, such as the provision of emergency health, protection, shelter, water, sanitation and hygiene services.
