In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

March 2022 – The crisis in Venezuela has resulted in severe food and fuel shortages, record hyperinflation and the collapse of the health system, putting both food and medicine out of reach for many citizens, and heavily impacting the ability of people to meet basic needs. Over 5.3 million people have fled Venezuela since 2015, many of whom are currently residing in neighboring countries such as Colombia, Ecuador and Peru. As the situation continues to deteriorate in Venezuela, vulnerable and crisis-affected populations are in need of critical assistance, including basic health assistance, food security, and water, sanitation and hygiene.

With GAC's support, this project helps address the essential health needs of up to 55,000 vulnerable people affected by the crisis, specifically from communities that are difficult to access due to violence or their remote location. Project activities include: (1) providing quality primary health care for migrant populations within Venezuela and (2) providing mental health and psychosocial support services available in supported health centers and mobile clinics, including gender-based violence services.

This project aims to advance the realization of sexual and reproductive health and rights (SRHR) of adolescent girls and young women in Cox's Bazar host communities and refugee camps. Gaps in services include women and girl’s safe spaces (WGSS) for increasing numbers of Internally Displaced Persons (IDPs) in Shire and Mekelle, and mobile medical teams offering reproductive health care, community outreach, and initial clinical response and referral for survivors of GBV.

This UNFPA project proposes to addresses gaps in response, assist in rebuilding government and local capacity for survivors of sexual violence, and increase GBV awareness and risk mitigation through protection measures. Essential Sexual Health and Reproductive services would reduce maternal morbidity and mortality, and serve as an entry point for GBV education and services.

This project aims to improve human rights related to the sexual and reproductive health of women and adolescent girls in the Bas-Sassandra district of Côte d'Ivoire. The activities of this project include: 1) providing technical assistance to local health authorities on planning, managing, and monitoring the delivery of gender-sensitive, inclusive, and accountable sexual and reproductive health services; 2) delivering a training program for health personnel on modern sexual and reproductive health approaches that respond to the needs of adolescent girls; 3) organize awareness campaigns on adolescent sexual and reproductive health and rights that target community members, particularly parents, religious leaders, and adolescents; and 4) establish mobile teams to provide sexual and reproductive health and rights support to out-of-school youth. This project aims to directly benefit more than 165,000 adolescent girls and indirectly benefit 264,000 people, including 4,000 health and education sector intermediaries, and approximately 260,000 members of the target communities, particularly parents, religious leaders, and adolescents.
