In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Mitacs Internships for NRC collaborative R&D programs

To enhance Canada’s abilities in transformative, high-risk, high-reward research with the potential for game-changing scientific discoveries and technological breakthroughs, the NRC will contribute funding towards Mitacs Internships at eligible host organizations that align with the Government of Canada’s reimagined support for science and innovation being realized through the creation of the NRC’s Challenge Programs and Supercluster Support Programs.
Mitacs is a key player at the interface between academic and industry research, will enable the NRC to leverage its resources and rapidly increase the extent and effectiveness of its engagement with the academic, not-for-profit, and private sectors.
NRC will provide funding to Mitacs that will be used solely to fund two streams of Mitacs internship programs:
1) Mitacs Accelerate Internships will support graduate students and postdoctoral fellows at Canadian universities to undertake research internships at Canadian private sector and not-for-profit host organizations collaborating with the NRC; and
2) Mitacs Globalink Research Awards will support international graduate students for internships with host Canadian universities collaborating with the NRC.

This project works towards delivering ground-based power to HAPS or satellites, to increase power budgets for high-data-rates and capacities, moving heavy equipment to the ground. This will enable always-on performance with reliable power delivery, free of the day-night cycle or limits of installed battery capacity. Main activities are: (1) AI-enhanced photonic power converter design & characterization (2) System modeling & validation for FSO data & power transmission (3) Free space optical data+power beaming demonstration using NRC’s ARTEMIS optical ground station.
