This Phase 1 Innovative Solutions Canada grant is for the development of a proof-of-concept of an innovative phytosanitary treatment option for the control of quarantined plant pests.
Funds were returned to the CFIA, because HPP West Coast Facility Ltd. defaulted on the Grant Agreement. Specifically, under clause 8.1.5 of the grant agreement, the company failed to perform or comply with any term, condition, or other obligation contained in the Agreement. One of the Recipient’s obligations, under clause 5.1(f), is to disclose to the Minister, without delay, any fact or event that would or might compromise the Project’s chances of success or the Recipient’s ability to carry out any of the terms and conditions of the Agreement, either immediately or in the long term, including but not limited to, any Change in Control, pending or potential lawsuits and audits. The company did not disclose a change in control, which resulted in the company 1) not completing the project on time due to the departure of the Project Lead, and 2) never completing the project activities set out in Schedule A of the Agreement.
Through the Innovative Solutions Canada program, the Government of Canada partners with eligible Canadian small businesses to facilitate the early development, testing and validation of prototypes, as well as preparing a pathway to commercialization.
