Description:
This Project advances the universalization and implementation of the 1972 BTWC, which Canada has strongly supported for decades; and advances the implementation of UNSCR 1540, which Canada has strongly supported since its initiation in 2004. This project demonstrates Canada’s commitment to fulfilling G7 and G20 obligations to “expand Canadian diplomacy and leadership on global issues” (as per the PM’s Mandate Letter to the Minister of Foreign Affairs); and directly complement IGA’s chairmanship of the Global Partnership (GP)’s Biological Security Working Group (BSWG) and the GP’s Chemical, Biological, Radiological and Nuclear Working Group (CBRNWG), serving as tangible and dynamic examples of Canada’s contribution to the G7 and GP Presidencies in 2018.

Expected Results:

This project will:
- enhance the knowledge, capabilities and commitment of MPs in up to 42 States, spanning 4 regions - Africa, The Caribbean, Central America and Asia (Timor Leste);
- produce revised or new legislation implementing the BTWC and UNSCR 1540 in at least 18 targeted countries by March 31st 2020;
- increase support from MPs of Non-States Parties regarding their specific contributions towards ratification and accession to the BTWC;
- work with MPs in 13 of the 15 States that have never submitted a National Report to the UNSCR 1540 Committee to promote compliance with this important reporting requirement;
- introduce and share model implementing legislation with participants in this project and identify different opportunities in which to promote such legislation in parliament; and
- improve submission rates of Confidence Building Measures Reports & Declarations by BTWC States Parties targeted by this project.
