P002093001: The project aims to help build a climate of security and stability as Colombia advances in its peacebuilding efforts. The main objectives are: (1) to support a robust United Nations (UN) human rights presence in post-accord Colombia that complements the peace and security work of the UN Political Mission; (2) to support the work of Government of Colombia institutions and civil society groups who work for the promotion and protection of human rights; (3) to demonstrate the dividends of peace and lay the seeds for societal transformation given the critical nature of the short period immediately after the signing of a peace agreement. P002093002: The project aims to help build a climate of security and stability as Colombia advances in its peacebuilding efforts. Project activities include: (1) supporting a robust United Nations (UN) human rights presence in post-accord Colombia that complements the peace and security work of the UN Political Mission; (2) supporting the work of Government of Colombia institutions and civil society groups who work for the promotion and protection of human rights; and (3) demonstrating the dividends of peace and laying the seeds for societal transformation given the critical nature of the short period immediately after the signing of a peace agreement.

Expected Results:

P002093001: The expected outcomes for this project include: (1) increased responsiveness by competent actors to address human rights concerns and avoid escalation of violence arising in the context of peace implementation in the post-conflict scenario; (2) increased effectiveness of prevention, protection and dialogue mechanisms that enhance: civil society participation in the implementation of peace accords and advance dialogue processes aimed at resolving social conflicts; and (3) increased accountability and transitional justice mechanisms operating in accordance with international human rights standards and with the active participation of victims, creating conditions for truth telling, reparation and non-repetition of human rights violations in the post-conflict scenario.

P002093002: The expected outcomes for this project include:
(1) increased responsiveness by authorities to address human rights concerns and avoid escalation of violence arising in the context of peace implementation in the post-conflict scenario; (2) increased effectiveness of prevention, protection and dialogue mechanisms, including those that involve women, that enhance i) civil society participation in the implementation of peace accords and ii) advance dialogue processes aimed at resolving social conflicts; and (3) accountability and transitional justice mechanisms increasingly operate in accordance with international human rights standards and with the active participation of victims (including women), creating conditions for truth telling, reparation and non-repetition of human rights violations in the post-conflict scenario.

Program Purpose:

P002093001 & P002093002: The Peace and Stabilization Operations Program (PSOPs) is an integral component of the Government of Canada’s toolbox to prevent and respond to conflicts and crises abroad. It supports rapid, effective, whole-of-government coordinated responses to a wide range of challenges and serves as a valuable instrument for supporting stability in conflict-affected regions. PSOPs provides visible and concrete assistance in response to conflicts and crises abroad through targeted programming, the deployment of Canadian police officers (in partnership with Public Safety Canada and the RCMP) and civilian personnel, and direct support to the UN and multilateral peace operations, conflict prevention, mediation, and peacebuilding efforts.
