Description:
The UN Multi-Partner Trust Fund for Post-Conflict in Colombia (MPTF) was launched in 2016 in order to support the implementation of the Peace Accord between the Government of Colombia and the Revolutionary Armed Forces of Colombia (FARC). Projects funded by the MPTF are delivered by civil society, multilateral organizations, and government authorities. Canadian funding aims to support the following MPTF thematic programming priorities: (1) Stabilization: strengthening state presence and capacity in municipalities most impacted by the conflict, with the objective of bringing the state to areas where it has been historically absent, reducing inequalities and strengthening security; (2) Victims and Transitional Justice: providing support to authorities in providing collective reparation for victims, by increasing knowledge and capacities to address the differential impacts that the conflict has had on victims due to gender, age, and ethnicity; and (3) Communications: effectively communicate, on a continual basis, on the advances made in implementation of the agreement in order to counter destabilizing messages and promote a culture of peace and reconciliation.

Expected Results:

The expected outcomes for this project include:

(1) increased government presence and capacity to strengthen security and reduce inequalities in 16 regions in Colombia prioritized by the Regional Transformation Action Plan (RTAP);

(2) increased level of meaningful participation by women (numbers and roles) in MPTF-funded initiatives; and (3)

increased confidence on the part of local communities and individuals most impacted by the conflict that further peace implementation will improve security and living conditions.

Peace and Stabilization Operations
Program Purpose:

The Peace and Stabilization Operations Program (PSOPs) is an integral component of the Government of Canada’s toolbox to prevent and respond to conflicts and crises abroad. It supports rapid, effective, whole-of-government coordinated responses to a wide range of challenges and serves as a valuable instrument for supporting stability in conflict-affected regions. PSOPs provides visible and concrete assistance in response to conflicts and crises abroad through targeted programming, the deployment of Canadian police officers (in partnership with Public Safety Canada and the RCMP) and civilian personnel, and direct support to the UN and multilateral peace operations, conflict prevention, mediation, and peacebuilding efforts.
