Immediate Outcomes
Increased Awareness and Understanding: by increasing the participation of women experts through the simulations, the inclusion of traditionally underrepresented voices will positively contribute to cyber capacity building and strengthen cyber resilience and response to threats.
Increasing Gender Diversity in Established Stakeholder Networks: As the project will facilitate collaboration between key ASEAN stakeholders the target of 35% participation of women will enhance the gender diversity in cyber stakeholder networks across the region. Holding the simulations under the Chatham House Rule will ensure that the simulations are a safe and trusted space for all participants.
Effective Policy Recommendations: The project will also allow for the inclusion of gender equality considerations within actionable policy recommendations resulting from the project’s activities and deliverables.
Capacity Building Tools: The Capacity building tool will include content/references specifically towards strengthening gender considerations and mainstreaming, in order to ensure the project’s efforts on gender equality and gender considerations are sustainable and policymakers are supported in their efforts beyond the lifecycle of the project.
Intermediate Outcomes:
Prevention and response capacities will include gender-sensitive considerations and will be supported by established multistakeholder networks that have increased gender representation and increased awareness of gender-sensitive considerations. This will lead to increased human rights protection within policies, frameworks and mechanisms that are developed and implemented to strengthen cyber security, including increased respect for gender equality and the rights of women.
The objective of the Anti-Crime Capacity Building Program (ACCBP) is to enhance the capacity of key beneficiary States and government entities to prevent and respond to threats posed by international criminal activity by providing transfer payment assistance in a manner consistent with international anti-crime and human rights obligations, norms and standards. In doing so, the ACCBP contributes to improving Canada’s national security, and the security of Canadians abroad, by addressing global transnational security threats, with a focus on the Americas. The Program also builds on previous crime program commitments that support regional and multilateral initiatives that focus on global crime issues.
The ACCBP will use both grants and contributions as the transfer payment mechanisms to meet its program objectives. The type of transfer payment will be determined by project and on a case-by-case basis, taking into consideration the Government of Canada’s international security mandate and objectives; the capacity of the implementing partners involved; and the assessment of the associated risks of the project. Such payments will be managed within the effective financial and program controls designed and implemented by Foreign Affairs, Trade and Development Canada for its transfer payment programs.
