Description:
This project aims to take stock of the United Nations' current status of measures in preventing and addressing sexual harassment that implicates uniformed personnel. It identifies key areas of work, in partnership with United Nations and Member State stakeholders, to implement actions to strengthen the measures in place. Project activities include: (1) reviewing and mapping the existing legal framework, policies, materials and tools, and available data, as well as internal and external research conducted in this area; and (2) identifying thematic areas with overarching recommendations for further action in the form of a strategic framework.
The project seeks to use innovative tools under development and find synergies with initiatives already underway with or to support Member States. These include a pipeline to a peacekeeping command project (funded by India). A pathway to knowledge site to support capacities of Member States on matters of conduct; and ongoing efforts with Member States to gather best practices. These all lend themselves to strengthening support and enabling environments for women in peacekeeping.

Expected Results:
The expected outcomes of this project include: (1) improved awareness of existing legal frameworks, policies, materials and tools, available data, and internal and external research on sexual harassment impacting uniformed personnel serving in United Nations peace operations; and (2) increased ability to identify overarching recommendations for further action on sexual harassment impacting uniformed personnel serving in United Nations peace operations.

Program Purpose:
The Peace and Stabilization Operations Program (PSOPs) is an integral component of the Government of Canada’s toolbox to prevent and respond to conflicts and crises abroad. It supports rapid, effective, whole-of-government coordinated responses to a wide range of challenges and serves as a valuable instrument for supporting stability in conflict-affected regions. PSOPs provides visible and concrete assistance in response to conflicts and crises abroad through targeted programming, the deployment of Canadian police officers (in partnership with Public Safety Canada and the RCMP) and civilian personnel, and direct support to the UN and multilateral peace operations, conflict prevention, mediation, and peacebuilding efforts.
