Description:
The ultimate outcome of the project is to strengthen the national capacities for intercultural dialogue and conflict prevention, ensuring effective participation of indigenous peoples, with a focus on indigenous women. To achieve this goal, the project aims to produce two outcomes: 1) strengthen the capacities of the Pontifical Catholic University of Ecuador (PUCE) to facilitate the monitoring of the implementation of the agreements reached between the Government and indigenous organizations; 2) reinforce the capacities of national actors to build and sustain a permanent dialogue network. This project has two levels of implementation: 1) contributing to the proper functioning of the monitoring mechanism of the agreements between the Government and the indigenous organizations. From this perspective, the final beneficiaries are the indigenous peoples of Ecuador, who will have a formal space to monitor the fulfillment of their demands; 2) generating a network of specialized dialogue and facilitation practitioners (women and men). This will allow the indigenous peoples, women, youth, and other Ecuadorian social groups, to have access to consensual facilitation and mediation solutions. This solution will be built from the local experience and approaches, promoting social cohesion and the peaceful resolution of conflicts.

Outcome 1 - Strengthen the capacities of the PUCE to facilitate the monitoring of the implementation of the agreements reached between the government and indigenous organizations

This component is designed to ensure that the agreements between the Government of Ecuador and the indigenous organizations that spearheaded the June 2022 uprising are being upheld. It is intended to ensure the continuation and stability of available dialogue and conflict resolution channels. The current dialogue mechanism, composed of eight thematic tables and a coordination table, needs to be not only maintained but also reinforced its importance for conflict resolution and for the purpose of forestalling the potential emergence of further protests and social violence. A strategy will be implemented to empower women and promote their participation in the dialogue process.

Outcome 2 - Reinforce the capacities of national actors to build and sustain a permanent dialogue network

As part of a long-term vision, the second component of this initiative seeks to promote intercultural interaction among different groups of society, especially those in vulnerable conditions. This includes the indigenous population, women, LGBTIQ+, youth and other disadvantaged groups. An attempt has been made to design both components sequentially, with the aim of ensuring the continuity of the outcomes from the first part, in which the Pontifical Catholic University of Ecuador assumed a strategic role, through a social, participatory dialogue platform, which will be supported by the expertise of academic institutions.
