Description:

This Project aims to increase the capability of partner countries in Latin America and the Caribbean to counter maritime crime, in a coordinated manner. This Project will be implemented in Barbados, Colombia, Dominican Republic, Guatemala, Guyana, Haiti, Jamaica, Mexico, Panama, Suriname, Trinidad and Tobago. In practice, this Project will strengthen the strategic, operational and tactical capacity of national maritime law enforcement agencies and the prosecution of beneficiary countries; provide them with support and technical assistance to foster dialogue and enhance regional coordination of actions at sea at the policy and operational levels; and procure the needed equipment to conduct successful operations to prevent, detect and counter smuggling of migrants at sea.

The Project’s intermediate outcomes are:
- Increased effectiveness of tactical and operational capacities/capabilities to detect, disrupt and address migrant smuggling and criminality at sea, including safeguarding human life at sea and enabling humanitarian aid
- Increased standardization of tactical and operational capacities/capabilities to detect, disrupt and address migrant smuggling and criminality at sea, including safeguarding human life at sea and enabling humanitarian aid
- Increased sustainability of tactical and operational capacities/capabilities to detect, disrupt and address migrant smuggling and criminality at sea, including safeguarding human life at sea and enabling humanitarian aid
- Increased skills of women and other relevant gender groups across legal, operational and tactical responses to detect, disrupt and address criminality at sea, including safeguarding human life at sea and enabling humanitarian aid.

Program:

Anti-Crime Capacity Building Program (ACCBP)

Program Purpose:

The objective of the Anti-Crime Capacity Building Program (ACCBP) is to enhance the capacity of key beneficiary States and government entities to prevent and respond to threats posed by international criminal activity by providing transfer payment assistance in a manner consistent with international anti-crime and human rights obligations, norms and standards. In doing so, the ACCBP contributes to improving Canada’s national security, and the security of Canadians abroad, by addressing global transnational security threats, with a focus on the Americas. The Program also builds on previous crime program commitments that support regional and multilateral initiatives that focus on global crime issues.
The ACCBP will use both grants and contributions as the transfer payment mechanisms to meet its program objectives. The type of transfer payment will be determined by project and on a case-by-case basis, taking into consideration the Government of Canada’s international security mandate and objectives; the capacity of the implementing partners involved; and the assessment of the associated risks of the project. Such payments will be managed within the effective financial and program controls designed and implemented by Foreign Affairs, Trade and Development Canada for its transfer payment programs.
