Description:
The Project for Resilience and Integrity in the Management of Elections (PRIME) promotes the overall resilience and integrity of elections globally via a multi-pronged approach: (a) rapid support to elections in individual country situations according to parameters established by UN focal point for electoral assistance and as agreed with PRO-DEM; (b) generating awareness and tools around global challenges in elections, notably information integrity and women’s political participation. In practical terms, this means that UNDP will administer a rapid response facility that can be quickly deployed to country level to address the breadth of electoral assistance needs. At the global level, UNDP will lead global dialogues and forge reliable, transferrable, and sustainable solutions on topical issues.

Expected Results:

At the ultimate outcome level, the project will ensure that no-one is left behind, centering on equitable access to opportunities and a rights-based approach to human agency and human development.

At the intermediate outcome level, the project will contribute to:
Advanced women leadership’s and participation through implementing affirmative measures, strengthening institutions and civil society, and addressing structural barriers in order to advance GE including in crisis context.

At the immediate outcome level, the project will contribute to:

  1. Enhanced capacity of electoral systems to be more inclusive, democratic, and accountable by supporting electoral institutions and processes in a flexible manner, primarily at country level. Activities envisaged include horizontal information-sharing and coordination between countries to develop shared responses to common electoral challenges.
  2. Increased openness of public sphere and more informed civic engagement by tracking and monitoring information manipulation in the context of elections. This includes notably further development and deployment of innovative digital solutions that have already seen deployment to selected countries. It also includes support to further policy dialogue and pilot efforts, and monitoring to determine what works. In doing so, UNDP leverages partnerships with, amongst others, UNESCO and the UN’s Department of Political and Peacebuilding Affairs’ Electoral Assistance Division (DPPA/EAD).
  3. Support shifts towards inclusive gender norms in elections by supporting targeted interventions towards barriers (legal, social, institutional) to affect change in attitudes, norms, and behaviours in elections through the mobilization of regional and national partners and platforms from governments, electoral management bodies, legislatures, civil society, media, academia, and the private sector to engage in peer-to-peer advocacy for policy level change, awareness campaigns to highlight norms around inclusive participation.
