Description:
With the support of Global Affairs Canada (GAC), CANADEM responds to urgent requests for short-term technical assistance by providing rapid and qualified technical expertise on topics of international peace and security importance. Project activities include: (1) contracting, financing, insuring and deploying selected experts; (2) developing specific set of Terms of Reference; (3) conducting pre and post-deployment debriefs with experts; (4) monitoring deployments, including ongoing duty of care services and procedures and collect reports; and (5) receiving and processing experts’ reports and evaluations, and sharing lessons learned.

Expected Results:

The expected ultimate outcome of this project includes increased peace, security, and stability in fragile and conflict-affected states (FCAS) and situations. The rapid response support provided by CANADEM’s experts built the technical capacity of host governments, multilateral organizations, international non-governmental organizations, civil society, and United Nations agencies to address the multiplication of crises in areas of the world affected by major conflict and growing violence.

Program Purpose:

The Peace and Stabilization Operations Program (PSOPs) is an integral component of the Government of Canada’s toolbox to prevent and respond to conflicts and crises abroad. It supports rapid, effective, whole-of-government coordinated responses to a wide range of challenges and serves as a valuable instrument for supporting stability in conflict-affected regions. PSOPs provides visible and concrete assistance in response to conflicts and crises abroad through targeted programming, the deployment of Canadian police officers (in partnership with Public Safety Canada and the RCMP) and civilian personnel, and direct support to the UN and multilateral peace operations, conflict prevention, mediation, and peacebuilding efforts.
