Description:
The ''Justice and Fight against Impunity in Haiti (JISTIS)'' project, implemented by LWBC, is centered in an approach called ''empowerment through law'' for the most vulnerable people, in particular women, displaced and rural populations, and victims of gender-based violence (GBV). An empowerment through law approach enables people to acquire a better knowledge of their rights and of justice mechanisms and helps build the capacities of those providing legal aid and judicial assistance services. In addition, advocacy and strategic litigation actions are carried out to create jurisprudential precedents as a lever for transformative change in Haiti's legal framework and the country's fight against impunity. The project will ensure: (1) to raise awareness and mobilise people in vulnerable situations about their rights and possible legal remedies; (2) to improve the provision of legal and judicial services accessible to victims of human rights violations, particularly for internally displaced populations and for those living in rural areas; and (3) to build the capacity of justice sector actors and civil society organisations in their documentation of human rights violations, their contributions to jurisprudence to advance human rights in a context of fragility, and their advocacy efforts for systemic reforms towards the defence and protection of human rights.

Expected Results:

The expected results are: 1) to increase the mobilisation of citizens, particularly women, young people and other vulnerable people, in the fight against impunity, GBV and corruption, in particular by improving their knowledge of their rights and the legal recourses available; 2) to improve and increase access of quality legal and judicial services and to provide support and protection mechanisms for human rights defenders and those who denounce corrupt practices; and 3) to build the capacities and increase the participation of legal and judicial stakeholders and civil society organisations in Haiti in the fight against impunity for human rights violations, in addition to contributing in the long term to making the judicial system more effective and equitable through strategic litigation and legal precedent.

The people targeted by the project's activities include people in situations of arbitrary detention, direct and indirect victims (family and witnesses) of human rights violations, survivors of gender-based violence (GBV), victims of corruption, human rights defenders, various stakeholders in the justice sector such as judges, lawyers and court clerks, and civil society organisations (CSOs) active in the defence of human rights. The project will be implemented in the departments of Ouest, Nord, Sud, Sud-Est and Grande-Anse, depending on the security situation.
