Description:
The project will support the Government of Angola’s efforts to create regional stability through inclusive dialogue, conflict resolution, and mediation. It will be framed by the Luanda Peace Process, an Angolan initiative to establish and implement sustained peace between the Governments of DRC and Rwanda. Following recent decisions by regional bodies and the AU, the Luanda process is to be merged with the Nairobi process which had been led by the Kenyan government. This investment will support Angolan engagement in this new merged process focused on peace mediation for the crisis in the DRC. The project will also establish a Centre of Excellence for Peace and Reconciliation, build capacity in the Angolan Ministry of External Relations to support inclusive peace building and conflict resolution, and provide administrative, logistical, and advisory support for mediation dialogues and verification missions. These efforts will strengthen the role of the AU Champion of Peace and Reconciliation which is held by Angolan President João Lourenço.

Expected Results:
  1. Strengthened inclusive conflict resolution, preventative diplomacy and mediation capacity for improved prospects of sustainable peace: activities will include strengthening the institutional capacity of Angola’s Foreign Ministry through inclusive and gender sensitive training; reviewing structures supporting mediation capacity in foreign ministries; and establishing a dedicated governance structure that brings together a skilled team to support conflict resolution and mediation efforts on the continent.

  2. Fostering a Centre of Excellence in Support of Peace, Reconciliation, Democracy and Good Governance: activities will include establishing a Diplomatic Academy Venancio de Moura as an African Centre of Excellence in preventative diplomacy and conflict resolution; undertaking an assessment to identify the capacity needs and curriculum requirements for robust inclusive peace and conflict resolution studies; offering specialized trainings to African and Lusophone mediators, including women and youth; identifying best practices around conflict resolution, information sharing and knowledge management.

  3. Promoting Initiatives that foster African Solutions related to conflict resolution, reconciliation and sustaining peace: activities include holding exchanges amongst women and youth in the Great Lakes region in partnership with the African Union; and exchanging regularly with CSOs.
