Description:
This project consists of a research and analysis on the rapid increase in the use of scam call centres in Ukraine that seek to capitalize on the conflict to boost criminal operations. This research will be used to advance the understanding of the call centre phenomenon both in Ukraine and globally, and as a result, increase operational efficacy, institutional awareness and societal resilience to this form of transnational organized crime.

The expected outcomes for this project include: (1) Strengthened international mechanisms for cyber threat prevention and response, integrating state and non-state actor accountability. (2) Enhanced legal and policy frameworks addressing cyber proxies and their role in modern warfare.

Program Purpose:

The objective of the Anti-Crime Capacity Building Program (ACCBP) is to enhance the capacity of key beneficiary States and government entities to prevent and respond to threats posed by international criminal activity by providing transfer payment assistance in a manner consistent with international anti-crime and human rights obligations, norms and standards. In doing so, the ACCBP contributes to improving Canada’s national security, and the security of Canadians abroad, by addressing global transnational security threats, with a focus on the Americas. The Program also builds on previous crime program commitments that support regional and multilateral initiatives that focus on global crime issues.
