This project will develop and disseminate actionable open-source intelligence to key stakeholders working to confront the urgent and multifaceted challenge of North Korea's intensifying proliferation and procurement of weapons and materials of mass destruction and advanced conventional weapons, which are largely financed through pervasive sanctions evasion. The project will also help to illuminate and address North Korea's active support of Russia's war against Ukraine, forging a dangerous authoritarian partnership that threatens global security.

Expected Results:

The expected outcome for this project is increased effectiveness of response efforts by the international community to North Korean sanctions evasion. This will be accomplished through: (1) improved identification of North Korea's illicit activities and actors through advanced open source investigation techniques, including enhanced data collection and analysis of various data sources; (2) more effective disruption of these networks and activities by providing actionable intelligence to law enforcement agencies, financial institutions, and other relevant stakeholders; (3) heightened international awareness of North Korea’s sanctions evasion activities and their direct linkages to Russia’s war against Ukraine; and (4) building capacity within official monitoring bodies by providing them with timely and accurate open source information and analysis, which will bolster their capacity to effectively monitor and respond to North Korea's illicit activities.
