Description:
The CESR Facility aims at advancing climate mitigation and adaptation objectives in ODA-eligible countries. The Facility will, through sovereign lending, leverages concessional finance to scale clean energy investments, while also strengthening coastal and marine resilience in SIDS. The CESR Facility will support projects under four distinct windows: (i) Technical Assistance, to support capacity-building initiatives, policy and regulatory reforms, and targeted interventions, including efforts to address gender equality gaps in the energy and blue economy sectors; (ii) Energy Transition, which will accelerate the shift away from fossil fuels by financing renewable energy infrastructure, energy efficiency, and grid modernization in middle-income and creditworthy low-income countries; (iii) SIDS Renewable Energy, which will facilitate access to affordable, reliable, and sustainable energy in SIDS; and (iv) SIDS Blue Resilience, aimed at enhancing climate resilience in coastal and marine ecosystems, with a focus on nature-based solutions, sustainable fisheries, and marine infrastructure adaptation.

Expected Results:

The proposed Ultimate Outcome of the CESR is to enhance the transition toward low carbon economy and improve the adaptation and resilience to climate change for individuals in all their diversity, especially women, in ODA-eligible countries targeted by the CESR. The proposed Intermediate Outcomes are:

Intermediate Outcome 1: Increased renewable energy and/or improved energy efficiency, in countries with high levels of coal generated electricity and reduced fossil fuel dependency.

Intermediate Outcome 2: Increased deployment of renewable energy, energy efficiency, in SIDS and improved gender equality in these sectors.

Intermediate Outcome 3: Area of terrestrial and aquatic ecosystem under protection, conservation and/or enhanced gender-responsive management in response to climate variability and change.
