Description:
This project seeks to reduce the risks posed by small arms, light weapons, and ammunition to women, men, girls, and boys in Ukraine by strengthening the weapons and ammunition management (WAM) capacity of the National Police of Ukraine (NPU) and delivering community-level risk education. Project activities will include the following: (1) conducting technical risk assessments of police armouries and surge storage sites in select locations, in line with international small arms control and ammunition management standards; (2) identifying gaps in NPU infrastructure, procedures, and capacity, including storage conditions, inventory systems, segregation practices, and personnel training; (3) constructing or refurbishing NPU weapons and ammunition storage facilities in line with international standards and sector best practices; (4) delivering targeted training to the NPU on the safe storage, handling, segregation, and inventory management of small arms, light weapons and ammunition; (5) integrating small arms and light weapons risk education into existing MAG explosive ordnance risk education programming; (6) delivering targeted small arms risk education, including Training of Trainers sessions for relevant national and local authorities, alongside mass media outreach and digital campaigns.

Expected Results:

(1) Increased compliance with harmonized registration, documentation and accountability procedures for SALW/A aligned with EU and UN standards by Ukrainian security sector entities; (2) Improved safe storage practices for seized, surrendered, and recovered, as well as state-owned obsolete and surplus, SALW/A by the National Police of Ukraine (NPU); (3) Increased adoption of SALW/A risk avoidance behaviours by women, men, girls and boys in affected communities in priority oblasts.
