Description:
This grant represents Canada's long-term institutional support to the International Organisation of La Francophonie (OIF). The OIF uses these funds and other donors’ funding to achieve its mandate and implement programming aimed at improving the well-being of populations across the Francophone world, particularly young people and women. Through this funding, Canada supports the OIF’s efforts to promote the French language and Francophone cultural products; strengthen peace, democratic governance, human rights, and gender equality; improve access to quality education and training for young people; promote trade within the Francophone world; and increase resilience and empowerment in response to economic, environmental and social challenges. Since 1970, the OIF has conducted its work in partnership with all Francophonie institutions, civil society, Francophone institutional networks, the private sector, and international and regional organisations across all five continents. It pursues its objectives through advocacy, the development and sharing of tools, the dissemination of best practices, support for public policies, capacity building, and the financing of development projects. The organisation integrates the cross-cutting priorities of gender equality and youth into the achievement of its strategic objectives. The OIF aligns its efforts with the objectives of the 2030 Agenda for Sustainable Development and implements its activities in accordance with the principles of aid effectiveness and international standards for results-based management.

Expected Results:

The expected results of this project include the achievement of the strategic objectives set out in the OIF’s programming. For the 2024-2027 period, these objectives are: (1) the teaching, promotion, and dissemination of the French language across all continents, in respect of multilingualism; (2) improving the quality of education, in respect of linguistic diversity; (3) providing sustained support for the creation, dissemination, circulation, and discoverability of Francophone cultural content and products; (4) promoting spaces for young people to express themselves; (5) strengthening democratic governance, the rule of law, human rights, and gender equality; (6) reinforcing peace and security in the Francophone world through mechanisms for conflict and crisis prevention and resolution; (7) improving the integrity and quality of information, in respect of fundamental rights and freedoms; (8) expanding training opportunities to support the professional integration of young people into future-oriented careers; (9) increasing the resilience and empowerment of populations - particularly young people and women - to address economic, environmental, and social challenges; (10) promoting trade within the Francophone world; 11) promoting innovative initiatives addressing strategic issues that benefit young people and women.

The project is also expected to support the integration, into the OIF’s 2028-2031 programming, of initiatives aimed at fostering more favourable conditions for entrepreneurship, trade, and investment among Francophonie member countries, along with the implementation of related activities.
