Description:
The Law and Order Trust Fund for Afghanistan (LOTFA) is designed to assist the Afghan government in building and maintaining a professional police force, and implementing the reform priorities of the Ministry of Interior Affairs. The scope of LOTFA includes police, courts and corrections, with an increased focus on anti-corruption. LOTFA’s strategic objectives and programming priorities are security, justice, anti-corruption and police payroll. LOTFA increases the effectiveness and accountability of security service delivery, improves justice service delivery for all Afghans (particularly vulnerable groups), and strengthens legal and institutional framework to combat corruption.

Expected Results:

The expected outcomes for this project include: (1) Security: stable conditions of safety and security (law and order) established in targeted provinces, and availability and access to police services increased at central and sub-national level; (2) Justice: public support and confidence increased in the capacity of State, provincial and municipal authorities to ensure fairness and justice, which in turn improves public perception on the authorities’ capacity to uphold Rule of Law and accountability; (3) Anti-corruption: credibility and confidence increased in state institutions and in democratically elected authorities, and corruption decreased in State and sub-State institutions, resulting in increased transparency and financial sustainability; and (4) Police Payroll: payroll and human resources systems improved for the Ministry of Interior Affairs to manage its responsibilities.
