Description:
The UNDP’s Funding Facility for Stabilization was created at the request of the Government of Iraq in 2015 in order to facilitate the return of displaced Iraqis to areas that had been liberated from Daesh. Its mandate was recently extended until 2023. The Fund aims to consolidate military gains and rebuild trust among local people for government authorities by demonstrating quick wins in liberated areas. This project would support FFS efforts in “red box” priority locations, where stabilization needs are most urgent and the risk of re-escalating violence highest. The FFS relies on four primary sets of activities (referred to as ‘Windows’), including: (1) Public works and light infrastructure rehabilitation; (2) Immediate livelihood support for returning IDPs; (3) Capacity support for local governments; and (4) Promoting social cohesion among the target communities.

Expected Results:

The FFS ultimate aim is to deter the re-occurrence of violent conflict in Iraq by setting the conditions required for the safe return of IDPs to liberated areas. Project results include: (1) increased access to essential services by affected populations; (2) increased access to livelihood opportunities by affected populations; and (3) increased capacity of local authorities to address the basic needs of affected populations.

Program Purpose:

The Peace and Stabilization Operations Program (PSOPs) is an integral component of the Government of Canada’s toolbox to prevent and respond to conflicts and crises abroad. It supports rapid, effective, whole-of-government coordinated responses to a wide range of challenges and serves as a valuable instrument for supporting stability in conflict-affected regions. PSOPs provides visible and concrete assistance in response to conflicts and crises abroad through targeted programming, the deployment of Canadian police officers (in partnership with Public Safety Canada and the RCMP) and civilian personnel, and direct support to the UN and multilateral peace operations, conflict prevention, mediation, and peacebuilding efforts.
