P006570001: The CACF will result in outcomes in both climate change mitigation and adaptation. In terms of mitigation, the CACF will target significant greenhouse gas emission reductions by: scaling up renewable energy; supporting energy efficiency projects; and developing green infrastructure and sustainable cities (e.g., waste management, urban transport, green infrastructure). In the area of adaptation, the CACF will support climate change adaptation and build climate resilience by helping to deliver climate-smart solutions for local economies including: clean energy (e.g., off-grid solar energy, clean cooking technology); climate-smart agriculture; and nature-based solutions (e.g., sustainable forestry). Women and girls will benefit significantly from the above initiatives, including the potential for new job opportunities and broader economic development.
P006570002: There are four main areas of work under the CACF Technical Assistance Facility: project preparation; coordination and facilitation; gender and human rights advancement; and monitoring, evaluation, research, and learning. The TAF will support the achievement of results in all of the four areas, as follows:
• Project Preparation aims to enhance the bankability of private sector transactions under consideration by the CACF that still require additional feasibility assessment. It will fund, inter alia, feasibility support (such as technical studies, environment and social studies, and other types of relevant feasibility studies), as well as legal or financial advice.
• Coordination and Facilitation aims to offset the often expensive coordination and facilitation costs associated with blended climate finance transactions, especially for sovereign projects and stakeholders. It will fund upfront and ongoing costs related to the structuring and management of complex sovereign or multi-country climate finance transactions, and may be used to preserve and disseminate knowledge associated with learnings from CACF operations.
• Gender & Human Rights Advancement aims to ensure that gender and human rights considerations are fully integrated into CACF projects. It will fund advocacy and technical assistance on gender and human rights advancement, and will undertake related implementation and supervision activities. The TAF funding will also be used to hire a dedicated gender specialist who will provide support for gender-sensitive consultations with local stakeholders, as well as the potential implementation of gender equality baseline studies, monitoring reports, and evaluation activities as deemed relevant to the CACF’s overarching objectives in gender equality and climate change.
• Monitoring, Evaluation, Research, and Learning aims to improve the capacity of CACF projects to operationalize evidence-based monitoring and evaluation systems and support other evaluative activities that maximize learning related to climate finance and the overall development impact of CACF. It will fund technical assistance to support field-based data collection, analysis, research, and learning opportunities relevant to CACF projects and fund objectives.
In consultation with GAC, the AfDB will develop a Results-Based Framework, including a logic model and performance measurement framework (PMF), for the CACF, as a whole. As part of the broader CACF project, the TAF will contribute to some of the expected outcomes in the CACF logic model. The CACF PMF will also include relevant indicators against which the TAF will be monitored throughout the life of the project. A finalized results framework will be submitted to DFATD for approval within 6 months after signature of this arrangement.
